What determines how strong the specific enchantment is is determined by your skill level in Enchanting, how many perks you have put into the Enchanting Tree, and how powerful of a Soul Gem's contained soul is. Soul Gems and the souls in general are ranked petty, lesser, common, greater, grand and they determine how strong of a soul can be stored inside the soul gem.
A Grand Soul Gem can hold anything from petty to grand while a petty can only hold the power of a petty soul and nothing stronger. You can tell what type it is and whether it has a soul by the name; ie, Grand Soul Gem Grand means that it has a grand soul inside it while if it just reads Grand Soul Gem and has no parenthesis it means it's empty. It's cleared up some of my confusion regarding this subject. So I understand this is due to my current Enchanting level. I tried to disenchant another one of them for testing purposes to see if I could get more experience and up my Enchanting level further but the game states that I already possess that skill in my Enchanting repertoire.
Okay, that makes sense as well. Once you disenchant an item, this example the black robes for magika regeneration, any item that has magika regen will not be able to be disenchanted. You now know the "magicka regen" effect. You can apply it to as many items as you want, forever, so long as you have soul gems and items to enchant. You can never disenchent another "magicka regen" item because you will never need to and would not benefit in any real way if you could.
Anutha One posted Okay, so thanks for the clarification again but something that is still throwing me off about this is Ramza1 posted Both items are "faster magika regeneration" boosting items yet when I go to disenchant them, the black mage robes produce an actual "faster magika regeneration" stat whereas the necromancers robes actually changed to "fortify magicka by of points" boost instead.
Is this just an exception to the rule or are there a number of other items as well that are going to change like this and I'll need to be careful before selling off items that would appear to have the same effect but would otherwise change when actually disenchanting them?

I usually get enchanting up to before I reach level 20 and even before then I can almost always create an enchantment that's superior to the item I just lost. Darkest-Lord posted
